St. Cloud Traveling Baseball Policy’s and Procedures
| 1. |
Players will follow the MYAS April 30th age cutoff. |

a. |
Players will be placed on teams based upon their age or grade based on what the parent’s preference at the time of tryouts. Once committed to that team you are locked in for that season. |
| 2. |
Players may not move up in age group. The only exception to this would be if: |

a. |
There are not enough players at their own age group to field a team. This may only be done with Board approval only. |
| |
b. |
Players may be asked to play up if a team needs players for a tournament for a weekend at a time if they are on a current Blue Sox roster and with Board approval. |
| 3. |
We are here to serve and prepare players that will be attending District No. 742 schools. Players from other communities are welcome to play unless MYAS traveling baseball programs offered and have a team at the appropriate age level. |
a. Exceptions to this:
- Home schooled kids that would otherwise be enrolled in a District No. 742 school.
- Player must be released from their communities MYAS baseball organization.
- Players living in St. Cloud and going to a different school district.

Renegade/All Star teams will not be allowed. All players must go through evaluations/tryouts and will be placed accordingly. Players that will attend District No. 742 schools will be mixed to form both “AAA” and “AA” teams. |
| 5. |
All parents/players have the right to choose if they don’t wish to play at the most competitive level “AAA” baseball. Players must petition for this exemption. NOTE: This is subject to the number of teams at each age group. A move to “AA” levels must be approved by the Board. |

The following are the playing time standard set by the St. Cloud Traveling Baseball Board. |

Ages 10-12 = Play minimum of 3 innings in a continuous batting order.
Age 13 = Play a minimum of 2 innigs in a continuous batting order with more emphasis of specialization of positions played.
Ages 14-15 = The rules of baseball don’t allow for free substitution so there is no guarantee on how many innings each player will play. |

All coaches must submit an application to coach and be approved by the St. Cloud Travel Baseball Board to qualify to be a SCTB coach. Coaching application forms will be used to help select coaches. |

Coaches must also go through a background check which will be paid for by St. Cloud Travel Baseball. |
| 8. |
The criteria to be used when selecting the number of “AAA” teams and or “AA” teams will be determined by the number of players that signed up for that particular age group and the amount of talent (St. Cloud Area Traveling Baseball’s discretion). Our goal is to have a competitive and positive experience for all the players involved so that interest in the program continues to grow. MYAS (Minnesota Youth Athletic Services) has a policy requiring all cities have an “AAA” team at each age level prior to registering a “AA” level team or teams. This can only be challenged by our Board members in front of the Board of Associations Committee if we feel we cannot field a competitive team at the highest “AAA” level. The final decision will be made by the Associations Committee. |
9. St. Cloud Traveling Baseball will hold tryouts for ages 8 – 15. |

Evaluators will be selected from within our organization (typically coaches from a different age group), from the St. Cloud area high schools baseball programs, or other highly qualified evaluators. Evaluators will not be paid for their services. |

b. |
The goal of our evaluation is to evaluate and place kids at a level at which the speed of the game allows them to compete and develop inside the game of baseball. |

c. |
A St. Cloud Travel Baseball sub-committee will assign players to appropriate "AAA" and "AA" teams. If a player is unable to try out due to injury, they may be placed according to previous years stats assuming they have a past history with SCTBA. |
| 10. |
Any player who moves into the St. Cloud area after tryouts are complete will not be able to play for the traveling association unless space happens to become available during that season. In that case, the player moving in will have a separate tryout and will not be allowed to play any higher than on the "AA" team. If a space opens up on the "AAA" team, the "AAA" coach will have the option of filling that slot with a player from the "AA" team. If a slot on the "AA" team opens up, the coach will have the option of filling that slot with a player who went through tryouts but has been cut. Roster moves must be approved by MYAS. |

Coaches may only recruit players for their team if they are short a full roster. Players recruited for a roster that is already full (12 players) must be approved by the Board. |
11. Fees for 2011 are as follows:

These fees include $50 in hamburger feed tickets per family.
A $75.00 (Non-Refundable)deposit is due by our annual meeting which is typically held in January. These fees are non-refundable as we costs in uniforms that if purchased we can not get back.
All player participation fees must be paid in full prior to the start of the any league play or first tournament game. If you are not paid in full, you may be ineligible to play.
Any outstanding balance must be brought current before a roster spot is offered to that family for the current season.
Any return (non-sufficient fund) checks will result in your child being ineligible to play. |
| Games may be cancelled by the city due to field conditions. You may monitor www.wjon.com for cancelled home games. Coaches will be in contact with other communities the day of the game. They will try to give you as much notice as they can to plan travel accordingly. |
| 12. |
Individual team fundraising must be approved by the Board. |
| 13. |
Parents are required to volunteer at least four hours per child in the program. A $50 deposit (may be collected in the future) from parents at the beginning of the season (if volunteer hours are not being met). If you volunteer your four hours you will receive your $50 back or it will be forwarded to next year’s account. |
| 14. |
Parents are required to maintain a 24 hour cooling off period after a game before approaching the coach on game issues. If your concerns have been raised to the coach and you cannot come to a conclusion on the issue, the parent should come to the Board with the issue, and the coach and parent can meet together with the Board to come to a resolution. |
